Is the GOAT app legit?

I've been hearing a lot about this new app called GOAT, but I'm still not sure if it's legitimate or not. Can you tell me more about it? What services does it offer, and how does it work? Is it SAFE to use, and are there any risks I should be aware of? I'd like to hear your thoughts on the matter before I decide whether or not to give it a try.
