Is Target now charging for bags?

Excuse me, I couldn't help but notice that I didn't receive a bag with my purchases at Target today. Is it now standard practice for the store to charge customers for bags, or was this a one-time occurrence? I've always appreciated the convenience of receiving a bag with my purchases, so I'm curious about this change.
