Why is Gimmighoul so hard to catch?

I've been trying to catch Gimmighoul for days, but it seems like an impossible task! Every time I get close, it manages to escape. I don't understand why it's so difficult to capture this Pokémon. Is there a trick or strategy that I'm missing?
